2006 5 speed Manual Civic. It runs and drives but has an issue where randomly when on more than 70% throttle through gears it’ll lose power was told its catalytic converter going out, turning on and off resets it and acts as if nothings wrong. Engine is running fine, idle compression is good. Why would the Catalytic converter be the problem?

When bad, they can choke off and restrict the engine's exhaust. Don't assume your converter is bad. At least check the exhaust pressure, it could easily be something else. Keep an eye on your temp gauge and don't allow it to overheat your engine, just in case 'someone' is right.
