My outback has 235,000 miles and when I put the key to the run postion the fans ran and it also stalls going up hills and stalls when I put the steering wheel all the way to low.
2009 Subaru Outback 2.5
I meant steering wheel to lock

Well the fans shouldn't run all the time check the temperature switch for the fans that may be. That could cause all the problems but if not you might want to change the fuel filter and pressure test the fuel pump
