I saw a 90 Subaru Legend L AWD with 290k, no stereo or A/C for $600. If everything else is working properly, is it with worth offering them $400)

Chuck at the nail on the head what the heck is the head gasket's not going it runs even 600 bucks is okay for a car that runs

If the head gaskets aren't dripping onto the ground or leaking internally into the oil and the thing runs and drives and is not dangerously rusted, for $400 you'll be ahead of the game if it lasts six months. Depending on the spot price of scrap metal when it dies you'll probably get $100 to $150 of that back from a junkyard.
