I’m looking at a 1990 Toyota Camry LE V6 w/ around 173K miles for $2,200. From the photos, it looks like it’s in pretty good shape. Any thoughts?

That is an extremely good offer, especially for a 1990 with low mileage, has a lot of life in it
Be sure to look/ask for the service history, have a mechanic inspect it, check for any rust, check for leaks, e.t.c, anything that'll pass the inspection then you should be good to go.
Take good care of the car
They are very reliable well made cars, but at this age you wouldn't want to put too many miles on it. Also remember to have a mechanic check it out before buying.
