1990 Toyota Corolla

My 1990 Corolla - the both electric fans on the radiator are always on the min I turn on the key. Hot or cold - alway on. 

I took it to a repair shop and they told me it was the AC high pressure switch causing the problem. They said it could not be fixed unless I change my AC from R12 to 134A. 

I did feel it was worth the money to do the change over to 134A. 

Am I being lied to?  Can the AC high pressure switch be changed without doing the change over to 134A? 

What should I do ?

Well that is nothing to do with swapping or refrigerants but really it hurts nothing the thermostat opens it closes to regulate the temperature of the coolant it doesn't hurt anything if the fans run all the time and you got to 31-year-old vehicle who really cares
