I have a 1995 Dodge B3500 full size van that has a rebuilt transmission, 203000 miles with OBD 1 diagnostic capability. The transmission was rebuilt about a year ago and is out of warranty. It has recently started to slip in and out of overdrive while on the highway after 30 minutes of driving. When this occurs, this speedometer needle moves a erratically from left to right on the dash. Is this simply a transmission issue or a speed sensor issue or something else? Any help would be greatly appreciated.

You are having transmission issues. Have a Mopar professional mechanic look at the transmission because whoever rebuilt it didn't rebuild it correctly and may have some internal damage.
