I have a 1998 Toyota Camry with low idle and stalling problems. I'm thinking a tune-up would fix the issue. I'm trying to get confirmation. I removed the PVC connection and the engine idled smoothly. The PVC was good so I'm thinking that it's the idle air control.

What do codes and live data tell you?
Clean the IAC valve and check its hose and electrical connections. How old are air and fuel filters? Spark plugs? (Hopefully not 24-25 years.) Check for vacuum leaks and that fuel pressure is up to specification.
