So my question is. I am looking at 1999 4runner limited with a lot of work done and it’s super clean but it has some surface rust and one patch on it, is it worth it to buy it or pass on it. It will be a daily but the big question is the rust and the patch ? Will it afothe frame or anything long term ?

25 years old and rusty - it better be super cheap and is not likely to be suitable for a daily driver in any event. If it has rust perforation in the frame they should be paying you to haul it away.
