You can either send your PCM out or buy a replacement PCM online from a company that will perform a SKIM disable on the PCM.
You will have to remove the SKIM Module from the Caravan BEFORE installing the "SKIM disabled" PCM. (If the replacement PCM were to communicate with the SKIM module it would put you right back to where you are now).
There's several companies which perform "SKIM disable"/PCM replacement options online. Usually in the $200 range for doing it on your existing PCM and probably more than twice that much for buying a PCM with the SKIM disable already done.
The only downside is that the Security Light on the dash will stay illuminated because the PCM can't see a SKIM module but the van will start and drive fine.
I can't recommend any of the companies because I've never used any of them. But if you decide to go this route call a few and speak to them on the phone first.
One company is All Computer Resources. They have a youtube channel and an 800 phone number. Maybe start with them and then check out a few more.

also my 1999 dodge caravan does not have this skim module nothing is there. does have the immobilzer with a wire all i see on my caravan
Can you get one from a junkyard and reprogram it?
ordered a programmed bcm said it was plug and play- but still wont start. i looked for the skim module my dodge does not have one under the steering wheel. thanks
