I have a 1999 Lexus GS 300 that after sitting for a few months won't start. Even after changing the battery, the car won't start, it will only crank but not turn over. I have taken it to my mechanic and he checked out a whole bunch of parts but none of it was the issue. Finally he thought it was the car's ECU. I had a new ECU reprogrammed into the car but it is still running into the same issue. Took it to a second mechanic who also has no idea what is wrong with the car. Even though it is an old car it only has 60,000 miles on it so I really want to get it fixed. Any input would be great. Thank you.

Crank and turn over is the same to me, sorry. You mean the starter will turn the engine over but the car doesn't start and run?
If so, would ask for codes but you've replaced the pcm... this concerns me. Unless old one was put back in. If the old one is back in, what codes do you have (not just p codes but can bus too).
Normally it'd be, "check codes, spark and fuel pressure" and let us know which isn't there or if they are all correct and we'd go from there.

The car will sound like it wants to start but it won't.
The original code that was showing up with the old ECU was P1300 Igniter Circuit #1 which my mechanic said wasn't the issue. I'm going to ask what codes are showing up for the new ECU since the old one wasn't put back in. My original mechanic did check the spark and fuel pressure and he said both were fine.
