Bogs down when i step on gas 1999 silverado 4.7

Intake gaskets are common failures on these and will cause issues like this. Check for other vacuum leaks as well.

I'm not aware of a 4.7L Silverado.
There were 4.3L V6 and 4.8L V8.
(Are you thinking of a Ford 4.7?).
Anyway, the two most common causes of bogging is fuel pumps, and distributor wear/alignment.

Check fuel pressure under load.
If there are engine noises, the knock sensor could be retarding ignition timing.
