2000 Tahoe won't reach operating temperature

Hi,

I have a 2000 Tahoe OBS(5.7L engine) with 114 miles I recently bought from a second owner who had it garaged for the last 15 or so years.

As preventative maintenance and tuneups I have replaced the following with Ac Delco OEM:

Spark plugs and wires, distributor cap and rotor, thermostat and the two temperature sensors, all four oxygen sensors, and the water pump. After all that, I have been unable to get the vehicle to reach operating temperature. 

Initially the gauge in the dash would be 1/4 in at around 150 degrees. My blue driver scanner would show 167 degrees for coolant temperature. After all the parts being replaced it goes up to 189 but the dash gauge is only 1/4 of the way. 

The thermostat I got was 195 or 198 degrees. Definitely not 189. I guess it's better than running hot but what is wrong with my vehicle?

  1. Maybe it's a bad coolant temperature sensor. New is not the same as known good, even with OEM parts. (189 - 195 is a reasonable range, so a sensor malfunction seems plausible).
