My Toyota celica the rpms jump up and down between 2000 rpms and 1000 rpms when I'm coasting down a hill or when i let off the clutch it seems to only do it??? No idle control valve codes no vacumn leaks could a bad 02 sensor be causing this issue???

I doubt that solely a bad O2 sensor does that. Did you change the air filter and clean the MAF sensor yet? Clean the throttle body too.
