Can the camshaft cause the intake valve not to close all the way

the job of the camshaft is to open and close the valves but,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,
do the valves need to be adjusted?
are the valve springs weak?
could the valve stem be bent?
After doing research it looks like I just have to torque the rocker arm bolts down and spring valve are new could it be a lifter causing it to stay open?
