2003 mitsubishi magna with 6g74 3.5 v6 automatic with 160000 klms. On start up either cold or hot the idle is too low and it stalls. If I use the accelerator and rev up I can get it to idle a bit better .I can drive it around the block with no hesitation but when I come to a stop it idles low again then cuts out.

Well tons of things can do that. Start with simple stuff like spark plugs, air filter, fuel filter. If not that check for vacuum leaks. If the intake has a leak somewhere it will suck air and make it stall out. Then pray it's not something more complex like a blowing head gasket or a computer failure in the fuel injection system

I forgot to mention the exhaust was really smelly the day before the car started idling bad . Could a faulty catalytic converter cause rough idling and stalling to happen?

If the catalytic converter were clogged up it would cause the engine to bog down and not be able to run at higher speed. If your engine revs up freely you don't have a clogged converter.

after some research I have found out you need a mut3 diagnostic tool to access mitsubishi vehicles. I can't find any mechanic with one as the car is 20 years old. how can you diagnose a fault or check the the ecu?

Without the right scan tool for a proper diagnosis you're left with old-school methods of trying to figure out the problem, and guesswork. Have you checked the items that Scotty recommended? If that car has an AIC valve that and the hoses connected to it could be an issue. You might also do a compression test to verify internal engine condition.
