Currently driving a 2005 Toyota Camry (2.4L), 240k miles, hand-me-down from my parents who were the original owners. I’ve been using it for storm chasing, mainly because the exterior condition is already poor and it still gets great gas mileage! Looking for best bang for the buck suggestions for improving handling, particularly in high winds.

That’s easy: tires. New, high quality, all season tires.
Better tracking in crosswinds, and fresh tread will help you get unstuck on wet grass and mud. Tires are a good solution for most handling issues, but especially so in foul weather.
good luck
