Hi, my car is leaking power steering fluid i believe from the rack. The boot on the driver side is torn where it connects to the tie rod. Would that leak cause smoke?

Power steering fluid doesn't ever get hot enough to really turn into vapor that you can see. If you see smoke out the hood, it is either something else causing the smoke or something similar to PS fluid dripping onto say the exhaust manifold causing the smoking. That tear in the steering column boot should be fixed asap though if you want to keep your power steering and it will only get more torn as time passes.
