Just replaced my rack and pinion and noticed the steering is very difficult to turn. I check the reservoir its full and also noticed there is no movement inside the reservoir while the car is running. What could it be ?

Sounds like the power steering pump isn’t circulating fluid. It could be a bad pump, air in the system, or a blocked line. Try bleeding the system first before replacing parts.
