I don't know where you heard that but Scotty has consistently said the opposite, at least for people in the U.S.
I'd be wary of any VW that old on general principles. They can be money pits just as much as their big brothers over at Audi.
More specifically, that generation of Golf was known for issues with the timing chain stretching with age and miles. Also, leaks and water pump failures were not uncommon. The manual transmissions have a good reputation, but the automatics were a little weak, IIRC.
If the vehicle has excellent service history and a good mechanic gives it a thorough inspection, it might not be a bad daily driver. But even then, I would budget for the likelihood of ongoing repair bills and the general costs of maintenance on an old German car. Personally, I would look elsewhere.
