My 2013 Honda civic has an issue where at 3k rpm it makes a hard jerk, almost like loses power and is then is good. Then a couple days ago, I went to accelerate at a green light, and the car shut off. I am wondering if this is a fuel problem or what. Thanks

Check the fuel injectors, pump, filter and lines. You could also have a bad catalytic converter.
