I am looking to buy a 2013 Honda CIVIC Hatch 1.6i Diesel, it has a Earth Dreams D-Tec Diesel engine. Does the earth dreams technology D-Tec also have fuel & oil dilution problems. And is the car worth purchasing used at $9 679,18 with 104200 miles on it.

No. It has other issues like: no one knows how to work on one, depending on where you live.
Generally the N-series diesel are "meh", a generally reliable but short-lived and uncommon engine.
