Saw this when getting my tires rotated - had fluids changed a day before that - oil, coolant, brake fluid - is there something that could leak here from the rubber or is it possibly a sloppy job when changing the fluids?

that is possible. Looks pretty fresh since there isn't much dirt caked to it.
But it's too hard to see from your photo. You're going to have to look around with a flashlight a bit.
Clean off the stain as best you can with some degreaser or soapy water, and see if it comes back.
