Let me preface by saying I am not a mechanic so go easy on me!
Problem - One of two cooling fans is not working properly. If I turn the AC on one of the fans will automatically begin running while the other fan just sits there like an outsider, but if I tap on the "outsider" fan it will begin running. After speaking to my "mechanic" bro-inlaw he advised it was definitely the fan control module. Being a good bro-inlaw I replaced the fan control module and, not to surprisingly, that did not resolve the issue. I tap on it and it will spin. Forging ahead without my bro-inlaw and armed with limited knowledge/research I am thinking replacing the fans may be the next step, but wanted your thoughts before I waste more money/time. Thank you in advance!

It's pretty clear from what you said that the fan itself or the wiring to the fan is bogus. Check the connections and look for any loose or disconnected wires on the male and female connector.
