when in 0 mph, when turn the power steering making weired sound is ok leave like that? driving high speed ok, no shaking power steering, only when making turn in intersection, or u turn like tat. whats wrong?

no, it shouldn't make sounds. It's a sign that things are wearing out. Do you change the power steering fluid regularly? Did you check it after hearing the noise?

@imperator 2012 up camry is eletric power steer,, buy drive fine, only in 0mph, sometime turning in intersection. is it maybe steer rack? go bad, but is light when turning steer
ahh, my mistake. I'm not very familiar with electric power steering sorry. After 200k miles you definitely could have mechanic wear like bad ball joints etc. Could be in the power steering system itself (motors etc.). Without seeing your car or hearing the sound, I can't really say.

Of course not. Power steering is mandatory, unless you're Arold Schwarzenegger or those competitors for the title of "World's Strongest Man." When you're going slow or stopping, it takes considerably more effort from the power steering system to move the wheels of your car left and right. When you're going fast, it takes considerably less effort from the power steering system to change the angle of the car's wheels. It works like a gyroscope.

It's hard to tell from here. Does your Camry have electric power steering or conventional hydraulic power steering? It would be in your owner's manual. My 2014 F-150 has electric power steering, but some models still had hydraulic power steering for that model year. If it's electric power steering, your electric motor may be wearing out, especially if you can hear it making noise when the car is not moving.
@justin-shepherd eletric, power steer, battery is good , alternator is good, idle is 13.0 up driving 14.0 up volt is ok leave like taht, when driving highway, steer no shaking, since is 217000 miles, i dont want put much $in, since still driving fine,
