Replaced TIPM, Alternator, battery, found u-connect radio was bad, replaced radio with aftermarket fixed issue. 1 year later battery started going dead again. Found M13 fuse drawing .25 amps to .48amps switching between the two numbers every 10 secs. Removed fuse amp draw goes to 0.01 with 15 secs. Been driving van like that for last few months, everything seem to work fine. I see " no fuse " in cluster. My question is Can a fancy scanner tool isolate which circuit is bad? M13 has the cluster, siren, starter nod wh {black}:idontknow: ere the key goes, etc..
No, you'd have to individually test all that stuff with meters. A scan tool won't do any help then. You'd have to look for excess drop by testing all the wiring and every sensor or activation device that's connected to that circuit
