“Scotty, I've got a 2014 Honda Crosstour V6 with push-button start that powers up normally but will not crank. The starter was removed, repaired and bench-tested good, and I installed a new battery. I measured the small starter-solenoid S-terminal during an actual start request with the brake pressed and got essentially zero volts, so the starter isn't receiving a crank command. I also tested the two removable starter-related relays—their coils have continuity and they click when powered. Now BlueDriver is giving me P16F3-00: ‘Starter Cut Relay 1 Control Circuit Low Voltage.’ Given those results, where would you test next to determine whether the fault is the Starter Cut Relay 1 circuit, its power or ground/control wiring, the fuse/relay box, or the PCM—and what exact voltage or ground should I be looking for?”
