Hi Scotty,
I have a 2015 Kia Soul Base 1.6 liter with 82,000 miles. The Air conditioner blows hot. Freon level is fine. I also checked fuses and power coming into the compressor and is fine as well. Power going to the ECV solenoid is fine. I took off the serpentine belt and when I spin the pulley by hand, it spins freely but center bolt remains stationary. It has a variable speed clutchless compressor. Is the compressor bad? Or could it be something else? Thanks in advance.

How did you determine refrigerant level? What are the system pressures? It's possible the ECV valve is bad.
