i have replace P0420 and P0430 7 times then on#8 they clean out soot on PO420 insteed of replacing it ..Is this normal for this truck
I don't know what you replaced, but replacing anything 7 times on a 5yo vehicle is not normal.

I agree it was the catalytic converters
holy crap. They're nearly $1k , plus labour. For seven of them you could almost buy a new truck.
ford said $2500 for one so far it been under warranty

My catalytic converters on my 1999 Ranger are still the factory original units, and they have 292k miles on them. Catalytic converters are designed to be self-cleaning, providing your engine is functioning normally. As a measure of how permanent they are, they're welded to your exhaust. P0420 and P0430 are generic codes. Given the relatively new nature of your vehicle, you could very well have a vacuum leak from something coming off while you were servicing it, or, oxygen sensors could be bad. You need a scan tool to figure this out. Catalytic converters should never really need replacing, let alone 8 times.
