When my wipers are shut off they sit about 3-4 inches above where they should be. When they are turned on they first drop 3-4 inches and then they move correctly and do the entire movement. The wipers do not move off of the windshield onto the cowl under the hood or past the A pillar. They just don't return to the normal lower position when turned off.

Take it back to the dealer and tell them it's obstructing your view. Should just fix it as warranty no questions asked. May require persistence. And hope it's not a pending TSB...
