I have a 94 Celica GT and I drove it in the rain one night and the next morning I woke up in my battery was completely drained I tried to jump start it and it won't start

Check the wiring and the fuses. I would also have the alternator tested.

Yeah I checked all the fuses and everything and I changed the alternator but it still has a problem

I meant the 'Frequently Asked Questions' (FAQ) which are near the top of the main forum page.
It might answer your question (and other common ones).
There's a whole section dedicated to starting problems, including videos by Scotty.

Soak everything electrical in the engine bay with WD40 to disperse any water, then hope for the best.

Yeah I got the car started I just don't know how to get my parking lights tail lights and dashboard lights to turn off
