With an aluminum engine block is there a simple way to remove the oxidation that has accumulated over time?

What for?
No it's impossible. Aluminum is extremely reactive. It forms an oxide layer within seconds, sealing the metal in. That layer is what makes aluminum so durable. (unlike steel which keeps flaking away)
