I live in Washington and I got a ford fiesta that I’d like to make sound a bit better by adding an aftermarket exhaust tip. How legal is this and is it worth it?
To get a different/better sound, you have to change to a different muffler, which involves cutting and welding. Exhaust tips will only change how the car looks.
Exhaust tips won't do anything for the sound, they're just for looks. Need to change out exhaust components, muffler, resonator etc. for sound, but on a Fiesta it's really not worth the money, imho.

As someone who had that engine (in a Focus), the "sound" I remember is it sounding like a trash can.
To get a sound with exhaust tips, you need the engine to have a real sound in the first place.
My crossover came factory with a sporty exhaust tip and it sounds incredibly hilarious.

This isn't how car exhaust work. Tips are for looks only. It may change the sound very slightly, but cats, mufflers, and over 6' of exhaust piping does 99% of the sound dampening in a car, changing the tip wont impact much at all. I'm not against this, but if you want to make it sound different you need to atleast change the muffler.

Why not. You only live once. I don’t think that adding exhaust tips would increase the volume enough to make it illegal, but if it provides an improved quality of sound that you enjoy, what’s the harm? Let that little dog pretend that it’s a big dog, people do it all the time.😉
