The power-steering system requests DEXRON 3 fluid
and I would change it every year
I wonder if I can put higher-standard fluid into it
starting from DEXRON 4 or maybe pour in any quality AT fluid
(not considering adding CVT fluid)
could that cause damage?

Dexron 4 is not backwards compatible. Stick to Dexron 3.

Just about any regular ATF will work. Go by your owner's manual.
A lot of cars specify Dexron in the owners manual.
