B1302 Code

I have a 1998 Ford Explorer, it is not starting but it cranks.  I got this B1302 code after running diagnostics, the code is for an "accessory delay relay circuit failure". 

Could this be the reason my car isn't starting?

To address the code, do I just replace a fuse to fix it, if so which fuse do I replace?

That can be a real stinker here are the possible causes.
