Bad Cat

My 2006 Jeep Wrangler has 66,000 miles and my Check engine light stays on even after replacing the O2 sensors three times.

The code is P0133

Is this a bad cat?

It is not a bad catalyst since this code is for the pre-cat o2 sensor having a slow circuit response. A problem with the catalyst will result in codes involving the post-cat o2 sensor and it will even say that the catalyst is not working. Since you replaced that o2 sensor 3 times already, I would start looking into the wiring harness (electrical problems), check for exhaust leaks before the pre-cat o2 sensor, make sure your MAF and/or MAP sensor is clean, and check for any vacuum leaks at vacuum hoses. From past experiences, it is most likely an exhaust leak or vacuum leak...make sure the o2 sensor is really tight and not causing exhaust leaks (since you did replace it 3 times).
