my brother has set his mind in getting an electric car (even when I advice to get a Toyota hybrid instead)
which would be the best (or least bad) electric car to buy?

That would really depend on what he plans on using for. For instance, shorter drives and lowest price. The Nissan leaf is actually a decent small electric car, although I certainly wouldn't buy an electric car.
