I'm looking for a safe reliable Mid-Small Size SUV for my 80 yr old Mother. She currently has a 2005 GMC Envoy that is at the end of life. Her budget is 20k and she only drives an average of 8k miles or less per year. We live in Atlanta Suburbs.

I would look at a 2010-2014 Lexus RX 350. You can easily get these for under $20,000 and they are extremely reliable. The 3.5L V6 also uses a timing chain, so no need to worry about any expensive timing belt maintenance. They are also super comfortable and pretty quiet inside.
