The Suzuki Splash is a city car that was introduced to the market in 2008. It was jointly developed by Suzuki Motor Corporation and Opel GmbH, which market their version under the name of Agila. 

Maruti Suzuki released the Splash in India as Maruti Suzuki Ritz.

But a cluster is a cluster and it doesn't matter what country it's in.

If this blinking dash problem only happens in the morning then grab a multimeter and check your battery voltage in the morning just before you start the car. Make sure you have 12.5 volts or more.

If the battery voltage is good then the problem is likely a bad solder joint(s) on the cluster's PCB (Printed Circuit Board). If you feel comfortable doing it you can grab a soldering iron and "reflow" the solder on the wiring connector on the cluster PCB and the components that are soldered onto the PCB. 

Or, if you can find a reasonably priced new cluster for your Ritz, just replace it. It's an easy swap out
