Can historic OBDII trouble codes or other info be erased by say, an unscrupulous seller, or will they still show up on the professional scanners? Let's say I took a vehicle to a mechanic, would they be able to find out what someone else is trying to hide, or even erased?

They can be reset.
But if there is a constant problem they eventually come back within 30 minutes of driving the car.
