Can a Ford explorer still run with low fuel pressure?

Hey Scotty, I have a 2010 Ford explorer with a 4.0 liter v6. The vehicle will sometimes shut itself off when it climbs up a small hill. We checked the fuel pressure and it's at 38 psi while the car is going 70 miles an hour. Can a vehicle still run with that kind of pressure at that speed? Should we consider changing the fuel pump? I would change the fuel pump and the filter , a filter can restrict pressure too
