Is there anywhere I can send unprogrammed remote keyless fob to get programmed. I have the 2016 Acura ILX blank fob and am just trying to save a few bucks. I have 1 fob that works and 1 that needs to be programmed.

Chances are the key has to be "married" to the car's security system which means you would need both the key and the car together to do the programming. (That's the way it works when I program key fobs on my own car.)
I lost both key fobs last year on my 2017 Mustang. I had to call a mobile locksmith, and I needed to prove it was my car via a title, or memorandum title before they would touch anything. If they didn't provide this fail-safe from the factory, one could steal practically any modern car if you have the base key and a VIN. The VIN is located under the car's windshield and is freely available to anybody who notices it.
I doubt it. Transmitters and receivers usually need to be synchronized.
