Honda civic 2011 97k KMS. Is it normal for the car to have moderate coldness of the aircon upon start up and idle traffic. But once it gwts going, the ac turns cold then after even if I stay Idle, the AC remains cold. I just worry that when I turn the AC on upon start up, note it is around 36 degress celsius outside, it takes time to cool the cabin. Because the ac doest not give enough cold air comapred when running

Yes. When you're not moving, there's less air passing over the condenser.
Sounds perfectly normal to me.
It might be slightly low on refrigerant but doesn't sound like anything major to me.
