Hello, so my wife was driving home from work and she says she started to hear a strange whinging sound along with a burnt smell and smoke coming from the engine bay. When the ac is turned off all is normal Is it the compressor?
well she was smoking it was the compressor the belt that drives it will be burnt and the compressor will smell could also be alternator or just a belt wearing up
The ax is blowing nothing but hot air.. . It's definitely the compressor. I did found something odd.. I tested the compressor watching it to see if it turned on when I turned the ac on, and it turns on, but then it turns right off, it keeps doing this cycle every few seconds or so, sometimes it stays off altogether. Maybe the compressor not completely dead yet?
If it's locking up to the point where the belt is burning. and it's making a racket and smoke, the compressor is done for. Don't turn it on any more, in fact disconnect the electromagnetic clutch if it has one. Unfortunately when AC compressors they do this they usually contaminate the air conditioning system with metal fragments and most of of the AC components will need to be replaced.

Hard to say for sure from here obviously, but the description of the problem is not too hopeful. A quick test would be to rotate the compressor slowly by hand in its normal direction. It should turn smoothly with no binding or noises. (If it has a clutch you need to turn the center part that attaches to the the compressor crank.)
Yeah change the AC compressor with a brand new OEM part.
