Can you negotiate a price of a car that doesn’t have any problems whether at a private party or dealer or does negotiation only occur if there’s an issue with the car?
Of course you can, lots of people have done it, although right now in this market it might be harder.
If you can negotiate on a new car, I don’t see why you can’t on a used one.

You can always negotiate a price of the car regardless of where its at. That is the last step of buying a car. If the owner refuses to negotiate, walk away. Dealers will very rarely negotiate.
Dealers are masters of negotiation
The best negotiating tactic I ever used was to get up and walk away. The salesman sprinted after me with a better offer.
Its definetly negotiable. I mean... you are about to buy the car. It would waste his time to refuse your (probably reasonable) offer, and just have ALL the people interested in his car to bring all their mechanics and check it over. You are at the last step of getting a car, and he is at the last step to getting the money for his car. Unless it is a completely insulting offer to him, he prob does have room to negotiate a couple thousand on it. If not, walk away like everyone else said, because maybe he wanted a little more, so he will probably chase after you.
