Car wont start, did my starter go out?

I have a 1999 Hyundai Galloper 2.5 Intercooler turbo diesel with 190000km. The car wont start. When I turn the key the dash lights turn on as usual, then I turn it all the way to start it the lights turn off and nothing else happens, not even a rumble nothing. I thought it might be the battery( 2 years old), so I put the battery on a charger for the night and tried it in the morning again, didnt work. The battery shows 12 when I check it with the multimeter, both before and after I try to start the car. Couple of days before I started and drove it no problem, before that as well. Did my starter go out, or could it be something else? Also the alternator was rebuilt 3 or 4 years ago, if that makes a difference.

What's the battery shows 12 volts it's bad it shouldn't show at least 12.8 volts if not more realize 12 volt batteries are actually 13.4 volts they're six sets of 2.2 volts cells.
