I cleaned the battery the post +/- and cables; At first , the charging system reading was 14.8 V. I pull out and took a 1/2-mile drive; the charging reading change to 13.8 to 13.5 Volts. QUESTION: why this is happening?

so your battery doesn't get overcharged

Normal. That's why they invented voltage regulators.
