Check engine light Code P0420

I have a 2013 Toyota RAV4 XLE 2wd Automatic transmission.  I recently replaced the engine at 433,000 miles with a used 2.5 ltr . The engine runs very good. So far I have put over 2,000 miles on it.  HOWEVER THE CHECK ENGINE LIGHT COMES ON. I reset it by disconnecting the battery cable, but it always comes back on. I KNOW THE CODE SAYS ITS THE CATALYTIC CONVERTER but could it be the O2 sensor? The check engine light Never Ever came on with the old engine. I have used a bottle of cat converter cleaner and it still comes on. I would Really appreciate your help. GOD BLESS YOU.
