my 2009 chevrolet aveo will not shift out of park, new shift selenoid, brake light switch, tail lights all work, new light switch and fader . i can put 12 volts to selenoid and it works. why aint i getting 12 volts to selinoid?
also radio light comes on but radio wont play, no codes show. what am i missing?

Let's look at the shift lock solenoid circuit and see if we can figure out what's going on here.
I was able to find a 2006 Aveo wiring diagram and your 2009 is the same.
Of course it's been copied/pasted probably a dozen times before I found it so it's "fuzzy".
If you need a clearer look at it you'll have to subscribe to AllData DIY but it's a pretty simple circuit and after putting on my reading glasses and squinting my eyes I was able to label it so we can see it.

So, 1 clue is that your audio doesn't work so check the Audio fuse in your IP (instrument Panel) fuse box.
Then check your Backup Lamp fuse.
If those are good, it narrows it down to your Park/Neutral switch not providing a Ground in Park OR the Ignition Lock Module itself.
You can test all of these things with a test light.
If the fuses and the P/N switch checks out OK then that narrows it down to the Ignition Lock Module.
It's located in your IP fuse box.

It's really just a relay so when you search for the part it may be called the Ignition Lock Module, the Ignition Lock Relay or Ignition relay.
Just pop it out and bring it to the auto parts store with you to compare it to the part they're trying to sell you
Check all your fuses.
