2004 Corolla. Got a plug and play CB RAdio UHF plugged into the Cigarette Lighter. Now I got the car turn off and the device is not lighted up, Is it safe to leave it in the Cigarette LIghter?

Sure, if the cigarette lighter turns off with the ignition it's not going to drain the battery or anything.

It is fine. Your car does not provide power to the cigarette lighter when it is off.
