completly random no start problem

So I drive a car you dont get in the USA, a Hyundai Getz, Standard transmission 1.4 liter 4 cylinder, engine code G4EE

that has a really weird problem I cant seem to replicate, does it completely at random, hot/cold engine, first thing in the AM/3 times a day and sometimes not for months.

turn the key, hear a click, and the engine wont crank, all the lights come on, immobilizer comes on, everything looks perfect, but wont start,

what I normally do is turn the key to off, and turn it back on and usually it starts perfectly, sometimes it wont, where i repeat the same thing and then it starts perfectly.

 

so I have checked the battery, load tested, everything looks perfect, fuses/relays checked, all looks good, not sure where to go to from here, thinking it might be a starter motor, but not sure how would I test that, as usually when it fails to crank, I turn the key to off and then on and it cranks perfectly and fires right up, and does this really randomly and without any predictibility

You test the starter by hot-wiring the solenoid if it's not working with the key. Or, you could whack it with something like a 2x4 and if it starts working you know it has a dead spot.
